After reading another thread about mounting holes for battery, fuel tank etc. I have an idea. Tell me if you think it's a crappy one. I know from mounting my Bimini Top, that fiberglass is mighty thin. Why not drill about a 1/2 inch hole thru the fiberglass and into the foam. Dig out a small amount of foam from around the inside of the hole then fill it with epoxy mixed with some filler material for strength. Once cured that should make a strong bond with added support where it is worked in underneith the existing material. Then make your screw hole for mounting whatever down thru the center of the strengthened area. Any thoughts?

Not a crappy idea at all.

The method you describe is referred to, by some, as the "hockey puck" method.

An allen wrench, short side in a portable drill is one tool to loosen the foam, followed by vacuuming the bits out.

I would make the drill hole in an "Inverted cone shape" (wider at the bottom than the top).

This is the method that West Systems advises. If you visit their website they have some good how-to information with pictures.

Gorilla glue can also be used instead of epoxy to fill the void. One of these days I`ll make by informal test to see if it holds a screw as well as epoxy.
