I took the Outrage out today on a reservoir that has a max of 10 hp. I have a 1987 6hp Evinrude that I put on the transom to test how it would do. Mind you the motor has a std prop, not one for thrust. The boat did about 4-6 mph. Reverse was at best mediocre. Forward was decent, but heading into the wind, I noticed I had to keep the motor at full throttle. I have a 1990 Yamaha 4hp (1 cly) that I would like to try next. The 6hp seemed to be the smallest I would feel comfortable with. I will report on the 4hp results. I bought a 2000 9.9 Evinrude 4-stroke that looks brand new that I will install over the winter.

Well Joe, there was no enforcement personnel to say otherwise. I read all the rules posted, nothing stated that I could not have a bigger engine onboard. The only rule that pertained to me was the max hp allowed, 10 hp. 6 hp did the job, I just feel the 9.9 will behave a lot better. I posted some pics in my album.

If you're up for a cheap experiment, keep an eye on ebay for the larger diameter "sailboat" prop p/n 392183 for the Evinrude. I got a barely used no dings one for ~$25 shipped a couple years ago.
It is a larger (9.5" dia) flatter (6.5" pitch) prop with wide rounded tip blades. No way you're getting on a plane with it, but its a lot more efficient at displacement speeds you're able to push your Outrage. I think you'll be surprised at the performance difference into a wind.
Irak, the prop on the 9.9hp is a 10x9 4-blade prop, so I would think this is a great thrust prop. The 6hp had a 8.5x9 three blade prop. The blades on the 6hp are much different than the ones on my 9.9:

I think I cause some confusion by calling the 6 "the Evinrude" not realizing the 9.9 is also an Evinrude.
The PN I provided is for a three blade prop for the 6 where the blades look very much like the ones on the 9.9 prop you have. I think your problem is more the prop than the motor when using the 6. If you can get the prop and motor into the powerband 6hp should be plenty. With the correct prop you should be able to get up to hull speed with ~4hp. With 50% more power you should be able to counteract a normal wind. Also those large flat blades should reverse much more effectivly than the cupped higher speed blades you currently have on the 6.
The 6hp is not the intended kicker I have for my boat. It is a motor that I have and was trying different hp motors for a comparison. A side note, the 6 hp is a short shaft, which I thought only a long shaft would work. Mind you, my boat sits a little lower than most outrages. I'm not sure what the norm is, but my splashwell has about 2-3" of water in it at a stand still.
As far as the prop for the 6 hp is concerned, I'm sure the prop you mentioned Irak, would make a big difference. I have a Yamaha 4 hp (1 cyl) that I plan on trying. It has a prop similar to the one on the 6 hp.
I don't plan on using either the 6 or 4 hp motor as my permenant motor, so I would not buy different props for them.
