On my Montauk I have a damaged bow rail attachment. It was welded together, I have broken it off and have a replacement piece. It appears that the previous rail base at the very top of the bow (center line) was not just screwed in but had some sort of backing that the bolts threaded into it. I have drilled it all out, and filled it with resin and filler so I can attach my new rail base.

Was this originally the way the bow rail was attached?

Aren't there just 2 screws holding the rail stanchion to the bow like the rest of the rail stanchions for the bow rail and the side rails?
