Filling in drill hole

I'm in the process of installing a fixed Tanner kicker bracket to my 2001 16 Dauntless (not sure yet whether I will do the entire job myself). In order to install the bracket I will have to move the the port stern eye a few inches to the left. That will leave me with two 1/2" holes to fill. I plan on using a stainless bolt or fitting for the top hole but the bottom hole that will lie behind the bracket will have to be filled. What is the best way to fill the hole? Should I ues a dowel or some other method? Any advise would be appreciated.

I'm in the same spot myself once I move my motor up. My plan is to use a hardwood dowel a little smaller than the hole. I'll cut spiral grooves around the dowel and then smear it with Marine-Tex epoxy, and put it in. Once dry, sand and smooth, and call it done.
