Gelcoat cracked recently and drips
How should I get the water out of the hull and dry it out?

I would have the bottom blasted to remove all of the bottom paint, soda blasting or other media by skilled person. Then apply recommended number of coats of epoxy barrier coat. Repair areas void of gelcoat with epoxy before coating entire bottom.
