Carburetor Question 1987 Evinrude 40 HP

I recently purchased a 1987 Super Sport Limited 13. It has a same model year Evinrude 40 HP (E40TLCUD) 2-stroke outboard in fairly good condition. Am going over the engine, currently rebuilding the carbs. Noticed upon disassembly that the upper carb has a plug in an opening on the carb body to the left of the emulsion pickup tube, while the lower carb has no plug in that same opening. See pic. Hoping someone here can tell me if this arrangement is correct or if not, whether the plug belongs there or not. Thanks in advance.

As far as I know that is correct.
