I would like to add flush mounted rod holders on my 1986 25' outrage where the bow rail bases used to be. Does anyone have any install pictures or advise?

Assuming you are referring to the gunnel, there will be a plywood layer encapsulated in the fiberglass. Beyond that, foam.
How will the holder be drained?
I would consider mounting holders to the inside of the gunnel wall.
Not sure how they would drain. I was assuming they would be capped off on the bottom... I don't like the idea of mounting rod holders on the gunwale wall...
Guys do that and add a drain hole/hose/tube perpendicular to the lowest point.
If you were doing it custom,
like fiberglassing in fg tube with and fairing it all bitchin with paint,
it'd look clean.
If you get capped holders that have a tube hose clamped on and then sealed on the vertical rail,
that'd work but not look as trick.
Easy to justify on a beater,
not so much on a survivor...
