If the sound isn't like a horn or buzzer as Jeff mentions above, then it might be a whirling sound coming from your starter if you have already turned the key on and the engine is turning over.
I had a similar sound coming from my starter and my mechanic told me it was a dry bearing. The upper bearing is the one that takes the most force so you can lube it by dropping a few drops of 30 wt oil right at the top of the starter where the shaft goes in. Rotate the starter shaft by hand and apply some oil. Don't put too much on though. It make take a couple of days of use to get the oil down to the bearing. This method worked on my starter.
