I just completed my restoration of our 1982 13' whaler. Getting ready to purchase aTeleflex steering system. I,m looking at the No Feedback-T 11 system and the Safe-T Quick connect system. I made the new console from sport to a super sport console so there is plenty of room for either. I will be running a new 40hp Honda or Yamaha, don't know yet. I don,t want to overbuy but want a good system. Any advice would be greatly appreciated.

Look into the New 40hp Evinrude,much stronger motor and liter weight than the 4 stroke Honda or Yamaha. gunvalues
However, I'd be sure to read some more on the Whaler forums about the height above water of classic transoms with the weight of modern motors. A fuel injected 40 should be very reliable and have more than enough power, but there are static trim tradeoffs.
If my Johnson 28 blew up today, I'd be looking at the 30HP Honda or Evinrude that weigh ~50lbs more than what I have. The 40s are nice but weigh ~100lbs more than what I have today. Except when I'm trying to get a double wide tube or five adults on plane, I find the 28 to be enough power.
