Is there an age at which the brass drain tubes become a problem?
I'm going to look at a '97 OR 17 and was wondering if theres any inspection I can make or is it not a problem at this age?
Brass in water is always a problem as they need to be changed and people just don't do it. Take a flashlight and look, take your finger and feel to see if you can feel breaks. Regardless of whether you do or don't the first thing you should do is learn how to change them and you should change them. Maybe not every year, but consider them a replaceable item, like greasing the hubs on the trailer or putting a coat of wax on the hull.
When the tubes leak, water can and will enter the wood in your transom. When the wood get saturated, it compromises it's strength. It is a fairly simple process of changing them. This site has articles on how to accomplish the task. Good luck
