I have a '79 13 Sport and want to upgrade the steering to something better than the cable setup. Any suggestions?

Teleflex Baystar is the next step up.

I think some thing like this might be the way to go.

Just to finish this thread, what I ended up using is a Uflex Rotech Steering package with a 20 degree bezel and a 9 foot cable. It is a lot cheaper than the Teleflex and works fine with my 40 HP Suzuki OB. The 9 ft cable is almost too short, but I think a 10 footer might be hard to squeeze in. Anyway, it is much better than the old cable and pulley system by a long shot.

Looking to buy a cable and pulley setup, wheel and hub and springs. the whole thing. I am not a believer in so called upgrades, on a small boat like a 13 ft. Whaler
