Robert,
If you can find Burmese Teak for $25 a board/ft, jump all over it. Since most of the teak used for your project is under 3 ft, some vendors may offer a discount on shorts.
If I were making the base, I would prefer Meranti Mahogany "Hydrotek" or Okoume over the Douglas Fir Marine Plywood. Both are be BS1088 certified. The surface of both the Hydrotek or Okoume is smoother than the Fir. Both epoxy & paint up very well.
