I agree with moose...

You really don't have very many choices. There are only 4 or 5 pin hole positions.
You can never get it perfect with that system. That's why they invented the trim motor with infinite trim positions by very small increments.

Just set it up the best you can that suits your needs.

My prior 13' with an Evinrude 35 on it did not have the power trim on it either so it was just like yours.
When I bought my prior Montauk with a 70 Evinrude on it, it also did not have power trim. The first thing I did was spend $600 on a brand new power trim and tilt system for that motor. Enjoyed it for 15 years before selling the Montauk.
