I need to make it better for use in the rain. I welded up an aluminum pipe cover with a fabric top (bimini top) but it rattles too much in heavy seas and is too cumbersome fishing as the rods hit the back of it. It is also not the greatest for keeping the rain out. I may even consider making a cabin as I believe I saw a 21' Outrage hull with full cabin from the bow to half way back. Any ideas would be great. Thanks.

I think that the boat you are thinking about with the cabin is a 21 Revenge. A bimini top is an inexpensive option. You can even attach forward protection to it.
