Wow, that's fast! I'm not real surprised though. I've gotten 42 knots (GPS) out of an '87 Outrage 18 with a '98 Yamaha S150 carbed 2-stroke. I forget what the RPMs were and the fuel tank was full. The prop is a Michigan Rapture I think, not sure what size (19?). The engine is mounted one hole up and the boat is bottom painted. The boat felt pretty stable to me at that speed, but it was fairly calm water and it has Seastar hydraulic steering too.
My '95 Outrage 17 has an '04 Mercury 90 4-stroke and gets 41-42 mph (GPS). The motor is mounted three holes up and running a sad looking original 17P aluminum prop. Time for a nice stainless prop for next season I think. The boat will start to chine walk at this speed if I cross some wake.
