I really do not think there is anything to do that. anything that would attack the chemical make up of gel coat I would think would also attack the resin in the fiberglass. Do you plan of spraying gel coat back. I do not know how bad your project hull is but sanding it smooth will do just as good as taking it all the way off. I am working a project hull myself and I did sand to the glass in a few places where the stress cracks were really bad. I also sanded and filled a lot of cracks with 3m premium filler. I am going to spray awl grip but the prep as far as how much to remove should be about the same.
