Well, after a bit of tinkering, we got the motors to turn over, and figured out how to hook up the steering. We weren't missing to many steering parts but the SeaStar steering mount does not fit on the engine mount, and we will have to drill a new hole for this system. We still cant get any power to the back of the boat from the switches in front...
