Not sure which engine harness you have but if your engines are 2006 then they are most likely Evinrude E-Tec and will have the newer style engine harness.

Yes, they should have oilers but can't really say what the Navy did.
Maybe they run pre-mix fuel? I would make sure that your engines are getting oil somehow before starting them up.
