Is the fiberglass damaged of just gel coat. From the picture it looked like a large area and would be hard to believe it is only gelcoat. Total boat gelcoat is easy to work with good stuff. I would fill first with thickened resin. I would use structural filler. Then sand that and then Finnish with gelcoat. Just adding gelcoat would probably crack.
