Yes, I can confirm the 28 3/4 inches is the height of my pilot seat support. And, yes, you are correct that at that height, the support will be higher than the handle slots in the seat back. I can send you a photograph of my pilot seat assembled, but unfinished, so you have a good reference of how it looks.
