Mercury uses the "ProXS" designation, and Evinrude use "H.O.". These engines do indeed make more HP than the standard versions, and have been sold into the performance and bass boat industry for years. This has been done by Mercury for over 30 years, and takes advantage of the 10% HP rule, in this case to the high side.

So a Mercury 115 ProXS is putting out about 125 HP at the prop. A Mercury 250 ProXS puts out around 275 true HP.

An Evinrude 90 H.O. (V-4) is probably around 105HP. The Evinrude 115 HO had to be discontinued because of inabillity to meet pollution requirements or some other problem.
