Or, if you have installed a bilge pump in the sump, the outside is a good option. Otherwise I believe the inside is a better location. If you happen to be capable of forgetting to install the drain plug before you launch your boat you'll have learned that it is much easier to install the plug inside the boat than to lean over the transom with the engine in the way to install the drain plug.
I'm not saying how I learned that particular piece of wisdom.
