Are you sure you it was the owner you spoke with? Those electric meters say rental property. Any rational human would jump at a fistful of cash for that thing. Maybe the property owner left it there because he has no other place to put it? Maybe he's not a boater and acquired it as collateral for something or in place of cash? ...and uses it to store his irrigation pipes, and the tenants throw their recycling and trash?

I've you're interested I'd say keep hovering around. See if you can find the property owners name in the Sutton property tax files, most likely public information which can be found online. Then find his email or phone number...
