I relieve the pressure before connecting or disconnecting the fuel line to the engine. Some folks install a connection at the tank instead of or in addition to the engine connection. I think that a connection at both ends is the most versatile method.

Relieving the pressure may help avoid fuel spills.... but the squeeze bulb check valve will maintain pressure at the engine end of the fuel line anyway. I always seem to lose a little gasoline to the atmosphere ever time I disconnect.

The new portable fuel tank requirements appear to be another EPA well intentioned but poorly thought out bungle. Costs extra, too.
