While waiting for others to respond, let me offer my perspective having owned a weight sensitive boat.
The classic Outrage 19 is not know for being sensitive to stern weight, I would posit that adding 165 lbs (20 gal * 8.35lb/gal) to the stern with a high horsepower 4 stroke or DFI on the transom of a will lead to a significant decrease in buoyancy. Most of what I have read is members filling them with foam.
You can test it by adding standing in the well at the dock and observing.
Then again, I am a Downeast guy used to open ocean where gunnel height is requisite.
