18 Outrage will provide a better ride in chop. If you are in shallow creek it will draw slightly more water. Look at the weight and beam difference between the two, it will tell you a lot.
I have 1985 18 and on choppy, lots of boat wake days in the Chesapeake, it still pounds, but no where near what my old 16 does. My son in law has a 17 Montauk and it is used mostly in a tidal river off the bay and is great for that.
