If it were me looking, I would be very curious of what is under that large stainless plate. Most law enforcement versions I've seen in the U.S. have twins of significant size capable of planing the boat on one engine. Given the towing bar and mounts I would have expected twins.
That plate could be covering a multitude of sins as well.
