I have a '86 13 foot Super Sport Limited and the previous owner had painted the interior with white Awlgrip. I was wondering if I gave the surface a good sanding could I then spray Gel Coat over it?

Maybe a good sanding and excellent de-greasing could do the job for you but the sanding would have to be more than just "roughing it up"
What's wrong with the Awlgrip?

Sorry, you must remove all of the paint-even re coating Gelcoat is tricky, as bonding can be a problem.

EJO,
I wanted to bring the interior back to the original finish but if the Awlgrip is going to be too much of a hassle to remove then I might just keep it.
