I am confused.
With the cable removed from the helm but NOT the motor allows the steering wheel to turn AND the engine will turn?
That would mean the helm is damaged.
Take a look at the FAQ on frozen steering.

If the cable is frozen in the engine tilt tube there are ways to get it unstuck.
