I cut out basically all the deck of my 13 foot. Then i went to work digging out the foam. The best tools too use are a wire brush clucked into a drill and a shop vac.

I do have to ask, how much water do you think she is holding? Have you weighed the boat? The 11 foot standard should weight 210# The reason I ask is that typically it's not worth cutting the deck, grinding out the foam, refoaming and redoing the fiberglass/gelcoat. Mine is a project boat, and while I would love the have the project done and end my project album on a good note, i bought it to learn about repairing whalers. I have learned a ton, mostly by doing and redoing stuff. Thankfully where the boat is has no HOA rules or I would have been in violation for years.
