You should be getting more speed out of that Merc 150. Another contributor here has indicated his 22 Outrage does 46 MPH with a new Merc 150 EFI 4-stroke.
You will probably be able to approach those speeds with proper engine height setting, a better prop (such as a Mercury Enertia 17" pitch), and perhaps a check up on engine condition and hull bottom condition.
Not too long ago my local Mercury dealer repowered a Chicago Police 22' Guardian (a heavier boat) with a left-over Merc 2-stroke 150 EFI engine and Vengeance prop, and they said it was running a consistent 42 MPH top end.
