While I would be the first to agree that the tank installation on the Outrage has flaws, the main one being that the poured foam would not absorb water or leak, to say that caulking the cover is unimportant is simply not true. It's the first place water will enter the tank cavity. Keeping this seam water tight is the easiest thing everyone who owns one of these wonderful boats can do to try and keep the boats tank cavity dry, which will prolong the life of the tank.
