Wow - that is strange in my opinion – guess all the 235’s I have seen have had the fishing package option. The 2010 235 and 255 also have that as an option???? Regardless, I would still be concerned as to why/how water is gaining access to the fish boxes. The deck scuppers appear to be a pretty far distance to/from the fish boxes. Is it a fair amount of water? You seem to indicate that it is happening to both boxes – are you sure the plugs are properly sealed/seated. You may also want to check on the lid seals. My buddy uses the following to drain his fish box (no pump out or drains at all) - http://www.cabelas.com/p-0043023018933a.shtml - makes very quick work of it and baterry operated.
