Does anyone have specs / blueprints for the OEM tank?

There are 4 models of Outrage in 1987.

Which one?

PS. Most use the old tank as a template. If there is no existing tank, use the cavity dimensions subtracting 2-3" from the front, rear sides and top.

If you use Florida Marine Tanks, they manufacturer the tank using their OEM specs.

Reach out to Daniela with Florida Marine Tanks. They made (and still make replacements for) the OEM fuel tank in your boat. I Bought a new aux tank for my 05 305 Conquest, she was very helpful. Her phone number is (252) 654-0300. Hope this helps!
