16' custom drainwell tube flush?

Are these brass tubes flush on the internal drainwell? On the vessel I own, the brass tube sits about an inch or two extended beyond the internal drainwell wall.

On the transom/stern side, I see now that the tube terminates about 3 inches into the boat and that the tube is not straight. I suspect it failed and someone couldn't remove it completely. Either way I need to fix this issue because there is no tube for 3 inches into the transom.

Fortunately the boat hasn't seen water in a long time but rain run off can still get into the internals as it sits!
