Gelatinous goo on fuel tank

I was reading an inspection report form and one of the questions asked about the existence of gelatinous goo in the vicinity of internal fuel tanks. I did find some when I opened the tank lid but in was confined to the area under the indicator cover cap. My question is why is there goo? Is this an indication of leaking fuel? I would also like to know any suggestions for removing new resin from gelcoat. I did some repair work on the fuel tank deck cover and slopped some resin on the gelcoat. Any way to remove? Been on for four days. Thanks
