Could that be where the stern rail/seat was mounted and it has been sawed off?

I have a stern rail seat and it doesn't mount to those connectors.
The tube end is smooth, not sawn off. You got me thinking , maybe there was once a revers3ble stern seat back?????

I bought an Outrage 18 new, and I can tell you that is not a Whaler part. Must be something added by a previous owner. I would remove it.
